Harvard University History and Business Professor Niall Ferguson told CNBC today that the White House may roll out tax cuts before the November elections. This story also jives with one from the Business Insider today which suggests the White House is preparing another stimulus, but the White House states that no stimulus is being considered. Business Insider speculates that focus group research might indicate a negative perception of the word “stimulus”, so it is likely any further economic stimulus will not be labeled so. The question we ask is how does the Home Star program fit in with any potential economic stimulus package from the White House? Perhaps the stars are aligning for the Cash for Caulkers program. House of Representatives Passes “Cash for Caulkers” Homestar Bill
Today the House of Representatives passed the $6 billion Cash for Caulkers bill. According to CBS News, the cost of the proposed program is at $5.7 billion over two years. The bill will now go to the U.S. Senate, and if approved there, will then go to the President. Based on the President’s previous comments about the program, it appears he would sign the Homestar bill into law without question. The proposed Homestar program is split up into two tiers: The Silver Star program would provide upfront rebates of up to $3,000 for specific energy-efficient improvements in homes, such as installing energy-efficient appliances or duct sealing, insulation or new windows or doors. Will Obama discuss the Cash for Caulkers in his State of the Union Address on January 27th? On one hand, now that Scott Brown has been elected as a Massachusetts Senator, one could argue the odds of the Cash for Caulkers program becoming a reality probably have decreased. Welcome to the Cash for Caulkers Blog! As you may have heard, the Obama administration is currently evaluating options for a program called “Cash for Caulkers” or “Homestar”. According to the New York Times, both former President Bill Clinton and Silicon Valley venture capitalist John Doerr have pitched their own ideas to the White House. It appears that the goal of this program would be to provide incentives for homeowners to weatherize their home and implement energy efficiency projects such as weatherizing their home, sealing leaky air ducts, and adding insulation. The theory is jobs will be created in the process and ultimately consumers will save money in the long run.
