Memorandum From the President’s Economic Recovery Activity Board
On December 4, 2009, the President’s Economic Recovery Activity Board wrote a memo to the President regarding the HOMESTAR program (also known as Cash for Caulkers). The purpose of the memo was to outline the benefits of the HOMESTAR program. 
The memo states why the HOMESTAR program is a great opportunity to:
- Create hundreds of thousands of new, sustainable jobs
- Create a new, competitive industry in America
- Achieve long-term climate goals by reducing carbon emissions
