The Sponsor of the bill in the Senate is Senator Jeff Bingham, a Democrat from New Mexico.  Co-sponsors are Senator Lindsey Graham and Senator Mark R. Warner.  Senate bill S.3177, referred to as the Home Star Energy Retrofit Act of 2010, has been referred to the Committee on Finance.
The House of Representatives passed the $6 billion Cash for Caulkers bill on May 6, 2010.
